FLORIDA BULLYING PREVENTION INITIATIVE

 Available to Address Bullying in Florida Schools

The Florida Association of School Administrators (FASA), through a unique partnership with the Hazelden Foundation and the National Association of Elementary School Principals (NAESP), is pleased to announce the availability of assistance for Florida schools to implement the evidence-based Olweus Bullying Prevention Program (OBPP).

With the 2008 passage of the Jeffrey Johnston Stand Up for All Students anti-bullying law in Florida, schools are mandated to implement bullying prevention policies and programs. This initiative will provide the resources for Florida schools to implement an evidence-based bullying prevention program that has proven results.

The Florida Association of School Administrators (FASA) will provide assistance to schools through the Florida Bullying Prevention Initiative. This initiative will pay for program materials and training for two to six schools per district or consortium to implement the Olweus Bullying Prevention Program (OBPP).

Up to twenty five (25) schools will be awarded in February 2009, with the goal of committing more funds to award additional schools in 2009 and 2010. Applications received now will be considered for this first cadre of schools, or may be considered for later funding, if available.

The Olweus Bullying Prevention Program is the most researched and best-known bullying prevention program available today. With over thirty-five years of research and successful implementation around the world, OBPP is a whole-school program that has been proven to prevent or reduce bullying throughout a school setting.

Designed for students in grades 1-8, OBPP is used at the school, classroom, and individual levels and includes methods to reach out to parents and the community for involvement and support. School administrators, teachers, and other staff are primarily responsible for introducing and implementing the program. These efforts are designed to improve peer relations and make the school a safer and more positive place for students to learn and develop. Many schools that are using the program have seen reductions in bullying behavior by 50% or more.


ELIGIBILITY REQUIREMENTS—Assistance must be targeted to:

1.    Elementary, middle or junior high schools

2.    School buildings NOT previously implementing the Olweus Bullying Prevention Program
 
3.    Public or private schools

4.    School districts or consortia that apply for at least two and no more than six school buildings.

Schools selected for participation in the Florida Bullying Prevention Initiative will receive:

1.    Free program materials (quantities based on the size of the school, up to a certain limit, described in the Application Guidelines)
2.    Free training and ongoing technical assistance for a one-year period (up to a certain limit, described in the Application Guidelines)

Schools will not receive any monies as part of this initiative. They will receive free program materials and training.

To apply:

1.    School districts or consortia should apply for no less than two schools and no more than six schools. School districts or consortia that apply for only one school will not be considered for selection.

2.    Although school districts or consortia will be applying for more than one school, EACH school building must complete the online application (applications will NOT be accepted by mail or fax).

3.    The online application must be completed by DECEMBER 15, 2008 at 11:50 p.m. Schools will be notified of selection status by February 1, 2009.

4.    Download and read a printable copy of the Application Guidelines.

5.    Download a modifiable Word document of two required Letters of Commitment. A signed Letter of Commitment from the school principal must be submitted within 72 hours of submitting the online application. A signed Letter of Commitment from the district superintendent or chief operating officer must be submitted before funding can be awarded.

6.    Complete the school application online. Internet access is required. It will take about 30 minutes to complete the application. The application must be completed in one sitting. It cannot be saved. Click here to access the online School Application.

8.    If school districts or consortia would like to have their own staff trained to be certified Olweus trainers, these staff members must submit a trainer application and send in a resume. For more information on becoming a certified Olweus trainer, please read the Olweus Certification Requirements. These trainers must work with at least two schools at a time.
